Around one million low-income workers—disproportionately women—are set to receive letters from HM Revenue and Customs regarding an unexpected financial top-up. If you fall into this bracket, the correspondence is entirely legitimate, but understanding the system is vital to secure the cash safely.

What Happened

The payout stems from a technical flaw in how workplace pensions are administered. When employees contribute to a pension, the government provides tax relief. However, low earners whose employers used a "Net Pay Arrangement" scheme missed out on valuable tax relief compared to those in "Relief at Source" schemes.

Because employees have no control over which administrative scheme their workplace uses, the government is stepping in to bridge the gap via a special low earner's pension payment.

Who Qualifies for the Refund

To qualify for the single payment—which initially covers the 2024-25 tax year—recipients typically earned close to, but not more than, the £12,570 annual threshold where income tax begins.

HMRC estimates that typical payments will hover around £70, though individual amounts can vary based on personal circumstances. Automated annual payments for subsequent years may follow for those in the same qualifying position.

What You Need to Do

You do not need to apply for the money. HMRC will contact eligible individuals automatically via post or through their online personal tax account over the coming months.

However, because official letters will require recipients to provide bank details through their personal tax account, experts warn of potential fraud risks.

  • No Cold Contacts: HMRC will never text, email, or phone you regarding this payment, nor will they ask for passwords, PIN codes, or money transfers.
  • Verify Online: You can verify whether a letter is genuine by checking the official Gov.uk guidance on low earner pension payments.
  • Support Available: Digitally excluded customers will have the option to phone HMRC directly through official channels to accept their funds.
